Like how your CEO would place buildings down for your company?

Change to civil mode in lower right should be able to place alot of items, and even make a real estate development very very profitable at the price of the city... evil but profitable hehe. may get sick of bankruptcy notices though

Sorry, I think you misunderstood due to my vaguesness in the post.

I wanted my mayor to place civic and sport buildings autonomously to meet needs city needs, not me placing them myself.

It can be a tedious task to be placing buildings when you control 6 cities; 4 of which are growing exponentially.
