Empty Seaports

Version 5.6.18 Release. No DLCs, no mods, no scripts
I can start a new game with 7 cities and 4 industrial seaports and 4 commercial seaports and let it run for 5 years, and some seaports will still be empty. The constant supply setting didn't really matter.
