cost of building divided by 10 ?!?

Hello,
I play in survivial mode with a fresh new empty city.
I noticed that with this setup buildings (all of them) are 10x cheaper. As i like challange it's a problem for me mostly for telecom company. Is there a way to have normal prices? (i don't care about city social buildings)
