I have no clue if this is vanilla, the RealWorld Mod I play or my pure stupidity, but I am trying to improve my steel quality, however I cannot hire any person for semi products in my R&D facility. "Semi products" are not in the list of values when I hire or headhunt an expert.

I tested it and I was able to hire people skilled in semi products - please see the attached screenshot. I tested it right after I started the game in the year 1990.

You may set the "More Talents" setting to 100% on the New Game Setting menu's Digital Age DLC page and see if it makes a difference.
