I've seen a lot of people saying they're able to have insurance companies, but i've yet to be able to actually build one? are they in the game yet? all i get under the banking & finance option is the bank branch.

Just after posting this i clicked on the blank spots pictured here, and was able to build an insurance HQ and office. i just wasn't able to know there was an option there because of the missing images

The insurance company feature is still under development. It is a bug that makes it possible to click on the empty area to build an insurance company.
