In the same way that a subsidiary's CEO can expand industry and retail automatically, I think the same function should be granted to COOs for your main company.

Whenever I play, I tend to play as a conglomerate. I will basically try to take over as many industries as I can. Oftentimes I will focus on one industry while allowing my COO to run all my already successful businesses. But during this time, they never build new locations, and this can occasionally lead to losing my monopoly. Would it be feasible to allow the COO of a company to build new locations? Maybe the ability to limit how fast they grow, or if they grow at all?

This is great advice! I also often have the headache of having many retail stores in a city, and I need to adjust them one by one. It would be better to add a CEO to the company. The player is the director directly.
