Is there a reason why we cannot offer to buy global stocks from competition?

We can offer to buy stock from other companies and/or individuals of the local companies on the local stock exchange. However, we cannot offer to buy from the global stock exchange. is there a specific reason pls?
on a side note it would be great if we can see the global stocks on the 'Owned Securities' of each company as well, not just the local one's
