I've asked the dev team and their response is that the software industry's revenue is considerably larger than other industries. It would negatively affect the gameplay balance if the effect of the landmark is extended to the software industry.
If you really think that the landmark's effect should include the software industry, you may create a poll in the Suggestions forum to see how other users think about the idea.
