Why can't I choose dividend if I own more than 50%

So basically, right now if you decide to purchase stocks with your character rather than through the main company, you have various restrictions.
One of the restrictions is that even though I am the chariman and own 50%+1 shares, I still cannot control the dividend.
Also, any private company owned by that same company that I personally own 50%+1 cannot file an IPO aswell.
Can these be changed? these are not bugs, they were thought to be like this.
