Please allow us to designate land-use on owned land

When i plan out cities with the city dlc, i like to purchase vast amounts of land to give the coffers a boost, and i also like to designate land for specific purposes.
I have selected all of the area encompassing the owned plots here.
however, when i sell them, they are designated for all uses, as opposed to just commercial and residential. this is annoying as, when i do a mass sell off of land, say following a political loss (to induce bankruptcy and possibly give my party the mantle), it will create these epicenters of pollution that destroy my environment rating i work very hard to preserve. If possible, could you make it so private property can be designated for specific uses? say possibly through some kind of eminent domain function for cities, where they can pay a business a price for owned plots of land?
