Internal sale option does not work

Initially, I had allowed the AI to buy my products in the factories - this also works well so far. however, when I then activated internal sales in the factorie at some point, the AI was still able to buy from me. Normally the AI is then no longer allowed to buy from me, but that doesn't work. I have waited many month, because maybe the internale option take some time to effect, but nothing happens.
Am i doing something wrong?
EDIT: If i delete the sales unit in the factorie and set a new one, then the AI is no longer shown. But the sales unit starts from level 1...
But i think that is not ideal...
i am playing with version 6.6.20.
