Maximum number of companies

Hi David,
I remember I asked you this question before. My impression is the maximum number of companies in game is around 53. However, in my save, I've cut that the number to 48 and ran for about one year. With that I am still not able to set up new company. Any advise? My game version is 6.6.20. Saved file here: https://we.tl/t-C4xq7BEh54
