Does each insurance front office need adversting? In my current game, adding front offices didn't alleviate customer waiting time at other offices. The only difference was in the level of training and presence of advertising.

The more Premiums from New Policies an insurance front office is getting, the longer the Customer Waiting Time it will have. They are directly correlated.

When you add new front offices, they will bring in new customers. At the same time, the existing offices, thanks to their established market presence, will continue to get new premiums. Though its rate of increase may slow down a bit as some of the potential customers are diverted to the new front offices.
