WAR! (and other things governments need or want)

This game needs war, and a government hungry for resources. I'm not talking about hearts of iron type war where you control it. No no, I mean the government demands resources like guns and trucks and all those good things a country needs to wage war. Even if that isn't your style, you should still be able to make things for local governments like medical supplies for hospitals and cop cars and guns for the police. Provide text books and laptops to school. There are plenty of things governments buy that should be an option for you to produce to sell to cities. It could be through the same way retail stores work, or there could be government contracts that you could give to your own company or be more fair and give to all companies.
