Landmark Relocation

For City DLC, make it possible for landmarks to be relocated by mayors.
I built my statue of liberty in a spot that ended up becoming sky-scraper territory for my skyline.. and I can't rotate my camera!
This should be fairly easy to implement since other buildings are already able to be relocated and would make it much easier for mayors to manage their cities skylines and landscape.
