So after you do this goal ONCE, whenever the game wants you to build another city, it consider the goal automatically completed, so basically with only two cities you keep hitting this goal and the rewards forever.

Can you show an example save game of this? I am not exactly sure what you mean by automatic achievements, does it just keep telling you that you got the goal and keep giving you rewards forever?

So when you reach 100k I believe in population in a new city, the game wants you to build another, and gives a "build new city" goal.

Thing is, after you do that goal ONCE, whenever this goal shows up again, it is already completed.

So here I am playing, focusing on making some rando bankrupt, when suddenly "You achieved the goal!" and the goals screen opens with the rewards details because I "built a new city" even though I didn't (except the first one).

I believe the goal is programmed wrong, it just checks if you ever built a city, doesn't check if you built a NEW city.

just choose reset goals and reset it to a different goal if you want the city one to go away

You are right, it is automatically fulfilling the goal. I have attached an example save game.

Once Tianjin has fulfilled the 100K goal the Build a New City Goal is also fulfilled which does not seem right.
