This is actually a very good question. Some players asked the same question in Chinese Capitalism forum as well.

I'm not exactly sure how expensive AI behaviors change with aggressiveness. But to my knowledge, this affects AI's pricing mostly. At higher aggressiveness, AI responds to price change on competitive products quicker, hence the price war escalate faster. AI also seems to prioritize expanding market share over profit at high aggressiveness. However whether AI tries to build more and expands quickly or ventures into manufacturing early is not entirely certain. Maybe someone can do some experiments to find out.

One thing that's certain is AI at "lower" aggressiveness (below moderate) builds factories away from CBD in aural area, and care less about freight cost. Hence players have easier time finding spots for themselves. At "higher" aggressiveness, buildings clump up inside city parameter more often.
