Cheap COO candidate starts its own company in MOD

I was trying to test the real world mod, and begin the usual headhunt for COO, and suddenly found out the candidate with no expertise as a cheap COO hire, opened up its own company. I don't know if this would happen in a not modded game, but it's not supposed to do this.

v 2.6.14 with latest real world mod 3.7
