Please stop CTO from changing training level

[Etym]

The batch training capability is useful, but I've noticed that my CTO continually changes training levels at the R&D centers. This has even happened immediately after I issued the batch training order. Please add a button to the CTO's office at HQ (similar to the yes/no button to have the CTO change research projects) so I can tell them NOT to change training levels - it just adds to the micromanagement burden, which is already heavy.
