I got this bug to show up again, as it doesn't happen with every run of the scenario. After year 1995 when the player is allowed to do anything, there was only one AI company generated. Saved file attached to this thread.
Also for what it's worth, I think I saw one game where the AIs did not generate until 1991, not in 1990. I did not save that game.
