Consultancy company and pay for information

In real world, the market information is not free.
If we want to know market share of all computer companies, we need to investigate ourself or buy market report from consultancy company.

But in Cap.II, information is free. We can easily get product information, company information and firms information.
I suggest a new kind of business, which is called consultancy companies.
Consultancy companies can be set up by governments or players.
At the beginning of a game, the player need to subscribe the product information from government's consultancy company.
The consultancy fee varies according to how many products we want to see.And the fee is paid monthly or annually.

After the player earned enough money, he can set up consultancy company himself.
Each consultancy company can have at most 9 investigation departments.
One investigation department can focus on the information of one kind of product or one competetor's company.

The more information the player wants to see, the bigger cost he need to pay.
