I made this suggestion a while back for an Chief Financial Offer, my idea is for the CEO to dedicate funds to the office of the CFO to invest in companies. Be able to advise him to invest in all companies, real-estate company, profitable companies, dividend paying companies etc. If bonds are offered in the other DLC and/or other investments the CFO could handle this.
Have the ability to allow the CFO to sell and buy stocks as well as the ability for the CEO to allow one but not another.
Maybe even be able to have him target a company for acquisition and state the max stock price to purchase shares at or a formula <= equity per share.
Suggestion: CFO - Invest in stocks
