TV Station Rating Points

How is this worked out and how do you cause it to increase?

Generally, it seems to be based on spending on content relative to what the other media in the city are spending on content. I suspect it's modified by type of media (is newspaper spending as efficient as TV spending?), etc. but not really sure.

In my last game, I bought out all the media companies (that was the goal I set for myself), so ratings didn't matter by the end.
