I have problem with start R&D project new product.
I have 4.4.22 version and play with New world MOD.

TXH help.

I tested it and it ran without any problems using the Capitalism World mod 3.0. I also tested it without any mod and it ran fine as well.

1) Which version were you using?
2) Did you enable the Subsidiary DLC when you ran the game?

Please try applying the latest patch v4.4.23 and see if it resolves the problem for you. Patch download link:

I still have this issue after putting in the v4.4.23 patch. I upgraded from v4.4.10

I now have: Real World Mod v11.05 and Capitalism Lab v4.4.23

No DLCs.

I can reproduce the issue on both a fresh game and an existing game

No I did not.

When you don't have the Subsidiary DLC enabled, you can only set up "Product R&D" units in your R&D centers, as shown in the attached screenshot.

I believe that you have used the layout plan library to set up the Tech R&D units, which led to the crash. We have just fixed it so that the layout plan library will not allow setting up Tech R&D units when the Subsidiary DLC is not enabled.
