Civic building menu
Has the civic building menue been removed from the menu in normal game play as i cant find it?

Please see the attached screenshot for the location of the "Civic buildings" option on the Build menu.

Are you also running CES expansion? If so the Civics building is removed from Player corp menu and is now only in the city build menu.

It's the government's role to build civic buildings. Without the City Economic Simulation DLC, there is no way the player can play the government role, so we created a way for the player to make a donation for building civic buildings.
But with the City Economic Simulation DLC, if the player's company is allowed to build civic buildings at will, it will seriously interfere with the operation of the government since civic buildings have operating expenses that the government must pay for on a recurring basis.
