sudden profit drop on a commercial building

Im trying to figure out what is causing this.
Here is the situation, i have build a commercial building in rome, and its profiting.
Now a recession has hit the world, and all of a sudden the profits of that building drops to near zero, while the occupance and revenue only drop by a very small margin (according to the graphs)
So now im trying to figure out what is causing the profit to drop without losing a big amount of revenue.
If the recession is causing it, shouldnt the occupance and thus revenue drop aswell at the same rate as the profit ?

I have another commercial building in another (bigger) city which show about the same lines in occupancy and revenue, but not in profit (it went down in about the same lvl as occupancy and revenue did)
There are 2 differences between the cities that i can think of might be teh cause of the drop in profits in rome (but again, shouldnt occupancy and revenue drop at the same level?)
Shangai has near twice the citizens and the index of office supply/demand is in shangai -74 while in rome its +13 (thus in shangai more demand, rome more supply)

ok new update on this issue, the world economy is in an expansion period, but the commercial building is still going down in profit (negative....)
The occupancy is near 100% the overall rating is very high, the cities Office space and supply index is at +15 (was +74 so the demand has grown)

I am at a loss here, am i doing something horribly wrong here or is this a bug ?
