I assumed that - but what is the function, how many points per year/talent? And how exactly correlates the skill points of the talents involved in a project to the research outcome?

Hi Brain,
I would suggest that you do a test and set the training budget to maximum and run the game for a year and observe how much skill points the talents have increased. Then you should be able to deduce the training effect on the skill points.

I ran a test, and after a year my skills have not increased yet. I can only change loyalty.

I just did a test and the skills of my R&D center's employees did increase.
Please note that their skills only increase when they are working on a research project, as opposite to being idle.
