Expanding the radius of civic buildings such as schools, hospitals..

I've been tinkering with the modding files to change the properties of some civic buildings such as the aura of stadium, or capacity of hospitals. But, the "buildings.dbf" file is empty and I don't know how to tweak and what to tweak to achieve that. Can you give me some pointers please?

Please be informed that the modding capabilities do not include changing the radius of civic buildings.
