How can I run for Mayor? or even rank in the influential persons lists?

For Mayor:
Found your own party
fund it
wait for election year (every 5 years)
Let a party member run for Mayor
fund the election Campaign
win the election

or
found your own party
found a new city
a member of your party will be automaticly Mayor for 30 years unless your city goes bankrupt

Please note that only a party member can run for mayor. Its not possible to run yourself.

Concerning the influential persons lists, it seems that this has no function. I never got on the list even controlling 15 cities with my party.
