the government issues big bonds

I have a question.

I started to play as the mayor of a city, everything was fine until the city went bankrupt. Since it was the end of the month I issued three smalls bonds but then the AI issues a 3366M bond with a massive anual interest. Now I am stuck, it will always go to bankrupt no matter what because I can't pay that.

Is this right?
