"Real Estate Department" in HQ of Companies: Suggest for the company to have mass scale rent control for real Estate

That's a good point. Personally, I think there should be a checkbox on each apartment/commercial UI saying "override HQ"(or CEO the semantics don't matter too much as long as the player understands). From here it means this individual apartment or office the slider or option of rent price overrides HQ settings

Oh, well my suggestion only changes rent on mass scale according to market price.

So if HQ mass rent set at 50%. And lets say London is $1,000 for apartment and New York is $750. Then The apartments in london would costs $500 to rent and New York cost $375.

If that makes sense.
Having city by city control would complicate the feature, and it already has asome obstacles with it being simple.

What this idea allows is that for example you have factories, retail stores etc but usually populations are slow to grow, denting profits, because housing isnt cheap, but if i can mass control rent prices i can build 50 apartments in a city, put rent at 0% or 30%, like very cheap to encourage growth of population, this would benefit me in the long run as my other more profitable industries will grow as well as GDP meaning.
