Hi,
i have this weird phenomenon going on when i play.. the game works fine, the only issue is that when i move my mouse cursor in the game ALL animations stop (cars & other moving buildings), when i stop moving the mouse it resumes. Doesn't matter what game speed I'm using, windowed/fullscreen. Even tried with making it only run on 2 cores instead of all. Still the same results though.
Anyone else that has experienced this? it isn't game breaking by any means but, a bit annoying. it does mess up (choppy) the click and drag on the minimap to scroll.
running 1.951 atm. same thing happened in 1.943 (only other version I've tried).

Are you running the game in window mode? If so, please try running the game in full screen mode and see if the problem persists.

its the same either way. i do not have these issues in Cap2 if that matters.
haven't tried running the EXE to one core will try that when i get home and see if it makes any difference.
any idéa on what it could be? are we rendering with directX or is it something else? (so i can try to mess around with some settings there).
would a DXdiag report help you in any way?

sorry :-/ no alternative.
using a logitech performance MX (usb wireless, not using the logitech bundled software).
detected in windows as a 'standard HID device'
the mouse run's smooth in the window, the animations just stop. don't think it is related to the mouse.
did some more research. the higher the resolution i choose, the worse it gets
1080x1920 = complete freeze. Lower is just choppy, like it is dropping frames .the gametime/speed (date) is affected by this 'lagging' and ticks along at a slower pace.

just noticed one thing.... when you click a building (anything, i took a university) the gametime passes along.
is the cars etc. moving for you? they are frozen for me.

The cars are moving in the city view without any windows open.
