What affects office space demand?

In my current game, the commercial buildings are behaving strangely. I have around 75k population in survival mode, and I am the only person who has real estate assets. There is nothing wrong with the occupancy of apartments in which 4 of them are nearly full, but my commercial buildings are empty. They were full for a brief period which caused me to build additional ones but now all of them are emptied.

What are commercial buildings demand depends upon? Is this a bug or am I missing something about the gameplay mechanics?

I think it is because your city economy is in the recession phase. I found in the recent releases the demand of office spaces are more sensitive to the economic cycle, maybe too sensitive.

It is because of a recent bug that prevents city companies to expand despite any efforts to boost economy.

Update: In the next major update 6.3.00, there will be improvements to the aspect of the simulation engine that handles city population growth for the City Economic Simulation DLC.
