I downloaded the new 6.2.05 version of the game, but I still can't have a large number of immigrants to move into my city except for the first year. My city has a large number of universities and provides a large number of urban competitiveness every year. The quality of life is also the highest as far as possible and a large number of factories have been established to provide jobs. I started a new game using v6.2.05 and RealWorld Mod and just let the game run by itself.
All the cities have registered good, if not spectacular, population growth in the test run, as you could see in the attached screenshot.
The higher than normal population growth rates were primarily boosted by the huge number of product types in the RealWorld MOD which led to high consumer spendings. In a vanilla game without mods, the population growth will be more measured.
I also uploaded the save game to a site for you to download and observe: https://caplab.b-cdn.net/savegames/PopulationGrowth.rar

Cities that are not newly built and have not specifically improved their competitiveness are rapidly growing in population. I think the most important problem is that the new patch still doesn't seem to reflect the role of urban competitiveness and quality of life. The test run I did was using v6.2.05. So if you are using v6.2.05 too, the functionality should be the same.
In addition, I found a new bug, using version 6.2.05 to split the factories and place them separately, which can't reduce the pollution of the city. The previous version should be OK. My city has built about 100 factories, with an environmental index of 0.

If this problem cannot be corrected, there will be no point in building a new city.
