Start the game paused (speed=0)

Yes! Obviously, because this is the first thing everyone does, right? Easy fix...

No! There are other important issues to address even though I press "0" to pause the game at the start most of the time.

This has been previously requested, albeit not with a poll. I want this feature because I pause at the beginning of every game 100 percent of the time and believe it should be the default setting. The simple switch allows all players to better plan and execute whatever their strategy is without being concerned with pausing game.

Its already done, altho im not sure if its from some dlc, didnt played vanila game, but when i start game with all dlcs on, game starts on pause.

It is in the City Economic Simulation DLC ONLY, which I didn't care and haven't purchased. I do have Digital Age and Subsidiary DLCs. My contention is that it should be standard across vanilla and all DLCs.
