Do you think an improvement should be made to it?

All the 5 difficulty levels are reasonable.

Level 5 is too difficult. Increase the number of difficulty level from 5 to 8, and make level 5 less difficult.

Version 6.3.00 adds a new local “Difficulty Level” setting specific for the Banking and Finance DLC.

You could use this Difficulty Level setting to set the overall difficulty level for operating banks and insurance companies.
