When my bank subsidiary runs out of money im allowed to take a bank loan from my own bank ? that seems a bit suspect

Website appears incorrect in environment script section it says max cities you can have in a script is 10 but at least 15 is possible.
If you try to build a city on an unavailable tile (eg a mountain) the tool-tip incorrectly states "the maximum number of cities allowed has been reached" instead of saying you cant build on that tile.
(This is ICantDownload it dont have forum password on laptop atm lol)

the "Economy’s Impact on Loan Defaults" setting you suggested i use to affect banks is broken by loading any script.
changing it to low, then loading a script with just 1 entry

causes the setting to revert to moderate when the game has started

I set up a subsidiary with just insurance specialisation and gave it 100 million
8 years in neither had built a head quarters... is it intended that i have to place the HQ before they will do anything ?

creating a new game with no mods, see screenshot below.
clicking the mountain says max cities reached, clicking on grass allows a city to be built

See attached, i set up a bank subsidiary called quest and built hq +1 branch. When it runs out of money, it is allowed to borrow money from quest.. which it itself.
