Goals screen doesn't correctly show the goal highlighted.
if i close the goals window with a goal highlighted, in this example the city goal, when i reopen the goals window, you can see the same goal is highlighted, but the goal displayed is not the highlighted one. (i appreciate its a main goal but surely it should show the highlighted one ??)

This bug will be fixed in the upcoming version 6.5.09.
