Question regarding OS/Software/Telecom

I'm starting a new game where basically everything has to be invented before it can even be produced and sold to consumers but in the case of the OS and software do they need computers to exist at all to gain a profit margin? what about telecom? I am thinking both of these things require the existence of a electronic device capable of having a OS installed or for the internet to even be a thing. The simulation doesn't really make sense otherwise if the Desktop Userbase is at 0.
