As for your real question.
Why not just start the game as a private company? And if you don't own the subsidiary DLC, you can alternatively buy back all your stocks at day 1 as this is what I used to do back in the day. This will effectively half your actual starting money as you buy back the outstanding shares. You have to set your initial cash at Low (20m) and not Very Low (10m) because if you set it at Very Low you will not be able to buy back your own stocks due to a game limitation forcing you to have a minimum 1 million shares outstanding. You will still be able to set up a business with this money (~9m to 10m after you've bought back stocks) but you can borrow and leverage yourself up to 20 million normally on day 1 if you don't have the banking DLC.
But if you do have the subsidiary DLC and you have the banking DLC then you can do something more interesting.
Set starting capital at Very Low (this will give you 10m), then enable Private Company (This will half starting cash back to 5m), and then go into the banking DLC menu and look for the ''Percentage of Player Capital Funded by Bond'' option under ''Bonds'' section and set it to the maximum 80% setting.
Now your company will start with 5 million in cash, of which 4 million is borrowed money through bonds at ludicrous interest rates (close to 18%). Your actual player character will also only have $100,000 on his name and 1 million dollars already invested into the company.
(I advise you to refinance the old bond as soon as possible when you have a profitable business, issue a new bond with better interest rate and use that money to buy out the old bond asap, but even before you do that, it is probably more profitable to expand rapidly, building up a chain of small stores and use the increased scope to buy back your old bonds)
This start is very interesting but you must be aware that there's not a whole lot you can do with it. You can at best buy a small convenience store`and start a chain from there. Alternatively start a small factory and pray to the gods the AI's will buy your product. And if there's a low wage city you can build a Medium Farm but you won't be able to in higher wage cities due to land costs. (these answers may be different if you use the City Economic Simulation DLC which also grants the ability to build the General Store, a more all purpose type of store)
Goodluck! You're a small-time millionaire who saved up all his money his life or was given money by his family to start that business of his own. You have to pay off that 4 million dollar bond first if you don't want that crushing debt hanging around your neck for too long.
