Why not introduce gas station as retail store or be abble to sell gas for car in some retail store. in the same time introduce rafinery and gas distribution.

That is a pretty good idea, but rather then having the devs have to create new buildings, the existing ones can be used.
Both Diesel and Petrol are a combination of high tech (production) and high quality materials, so it would fit in the Cap. series.
They can be manufactured at the existing factories (just pretend its called a refinery now :p) and be sold in Automotive Shops (so next to cars and motorcycles)
This way the devs only have to create Petrol and Diesel under the brand automotives (or create a new one named Gas) as new products.
