Training progress reset?

If I didn't miss something, I'm afraid it's a bug.
Load my saved game and find Factory 033. The production unit on the left is level 7 with 12 starred workers. Press 5 to fast forward a few months (to around the end of September) then you'll find this production unit is still at level 7, but none of the workers have star. This issue may not only exist in this factory, I didn't fully check.

The bug has been fixed. Please download the new patch v9.1.63 from viewtopic.php?t=9210

Fixed the bug with functional unit levels being affected by applying new production technology.

To test and see the effect, please turn off the “Auto Apply R&D Results to Factories” in the Options menu.
