AI almost always builds Banks/Insurance in the same city

I have noted an odd tendency of the AI to always build the HQ for an insurance or banking firm in the same city (which is normally the first city on the list):

Of all of these firms all are in the first city in the list with one exception.

Note: This is for banks/insurance firms built by the AI after establishing a previous line of business. For AI that start as Banks/Insurance they always build in the same city without exceptions.

Any particular reason why they do this? I think in general they should make some judgements as to the best city to put a headquarters in (corporate tax rate, advertising costs, land costs, etc).

I cant speak for my AI colleagues, but I just found banks wherever once you plopped it down tax rates etc can change at any point and you cant move a bank once its founded.

generally i would wait until i had founded a city then build the bank in my city, so any tax revenue goes towards keeping me as mayor there but of course that doesnt apply to AI.

many things are like this though, for instance seaports, if you have only industrial imports for instance the first city ports will have most imports and the last may not have any

Have verified that the AI now diversifies the headquarters of Banks/Insurance Companies.
