AI can build a mall without roads
cantdownloadit discovered a bug that allows AI to build malls anywhere they want regardless of the road network. I replicated this in a Survivor Mode game. Use the attached savegame and unpause it - the AI will build multiple malls without paying heed to the nearby roads.

they also seem to build them then leave them a fair while before putting anything in them
