Hi Chenglui,

I have upgrade my version to 1.985 hence i wont be able to open your save file..

Based your printscreen, there are few things i notice,
1. Your building to apartment, you must consider the demand and the supply. You can see the graph of demand and supply on the "Cities" graph/chart..
2. Your total loan is 145B , monthly interest is 1.2B and per year will be at least 13B.. you are already in the "death trap".. **Loan is very usefull if your doing biz expension, however pls dont forget the "killer" interest rate "

Now , what you can do is just keep getting loan and do more on manufacturing and retailing..
And also sell/destroy the excessive apartment then sell the land to reply the debt..
DO note that residential profit is very stable BUT the margin is low..
