I've been working on private labelling lately, which I hadn't ever before.
I've figured out that when I invest in branding for a private labelled product from a seaport, the brand value increases for other retail stores which supply the product directly from the seaport too.
This doesn't reflect the real life.
A labelled product and a no-name product are absolutely two different things in terms of branding.
If someone wants a labelled product with a brand value, they need to come to me.
Hopefully, this will be fixed in the coming updates.

It should be case of:
Purchase-Set Private Label (advertiser connected to Private Labeller) then sale like in the screenshot below: I noticed that when I connected the advertiser to Sales instead of the Private Labeller it was helping to boost the supplier's brand. That could be the issue you are having but I can't tell as I would need to look at a save game or screenshot.
Update: Actually it also boosts the private brand as well when connected to sales so it actually doesn't matter either way. Perhaps you might be bypassing the Private Label unit somehow? Such as connecting purchase to sales but not connecting purchase to label then to sales. For example if you do this it will help the competition's brand:
