The subsidiary cannot purchase stocks on its own, and the corporate strategy is unchangeable
The subsidiary's settings allow stock purchases, but the subsidiary does not actually execute them. Moreover, regardless of how the settings are configured, the subsidiary's corporate strategy remains unalterable.--- v11.0.53

When a subsidiary is set to allow to purchase stocks on its own, it may or may not purchase depending on the subsidiary CEO's own decision.
I just tested a game and one out of the 3 subsidiaries I had ended up purchasing stocks. The attached is a screenshot showing that.
