Lack of technicians

Hi,

In a game where this is no 'Office Feature' tech programmers, all cities checked, neither available nor headhuntable for many years. Yet, other companies have this tech and some at quite high level.

Is that possible, however remote the odds ?

It might be the case that they have already hired all of the Office Feature people and their loyalty is too high to be headhunted. It is one of the reasons why you need to be quick in snatching up all of the talent at the start of the game.

I've been playing for a few years and there are not a single new talent.Is this by design, or new talents will emerge with time?

New talents generally are added when the city gets bigger/improves it's education level.

If you need more talents per game one way to do it is to just start the game with more:
