Do not close negotiation dialogue windows
When you buy a building, technology or stock from a competitor you can negotiate about the price. After each unsuccesful bid the negotiation dialogue window closes and you have to set the spinner again. That is annoying and time consuming plus you might be inclined to just go with their first reply and stop bargaining. So my suggestion is to leave the negotiation dialogue open until both parties came to an agreement.

Although a minor issue (imho) but yea not closing down that window would be better

This is the number one reason why when the initial offer is rejected, I rarely try again. Just born lazy I guess.

I have a tendency to set the price really low so they'll accept rather than the back-and-forth.
Or just be lazy and not try again.

What would be really great and make it feel more interactive would be if I make an offer to the AI and they reject the offer, they should come back with how much they would take, then I could decide whether or not I'm willing to pay them that much, or try to re-negotiate to a lower price which they should then re-evaluate their initial offering and decide if they will take the lower price or come back with another offer of how much they want for me to purchase it.
Of course if the AI is adamant about not selling their tech to the competition then they should not come back with a counter offer and instead just say "there is no amount of money you could offer us to sell you our tech", but if they are actually willing but we're too low, they really should come back with a counter offer, I think it would improve this aspect of the game tremendously. Guess I'll post a poll on this and see who likes the idea.
It would make the AI seem more human rather than this cold sterile AI that we currently have.
