What does Context Sensitive Help do?

I have often wondered whether the game option "context sensitive help" actually does anything. I search the forum and didn't find any help.

I have it shut it off, but for example I still get the tool tip telling me where I can sell frozen meat when I mouse over the product display in a retail firm.

What does Context Sensitive Help do?

You may try hovering your mouse over the icons on the mini-map at the top-right of the screen and you will see context sensitive help.
